I'm guilty of overusing ellipsis myself. Other than
hyphens and commas, do you have any other
recommendations for punctuation marks we can use to
get the same effect? Such as using the tilde (~)
instead?
The overuse of ellipsis might be a solely anime/manga
fan writing issue. Blame it on their frequent use in
manga, especially the recent ones we've seen being
translated.

I'll agree to this. You have to learn the rules before
you break them. >)
This is a (VERY) personal bias, but I think anyone can
learn more about creative writing if you read more
actual fiction than guides on how to write fiction.
Unless a writer switches off his/her TV set and starts
reading a broader range of written fiction, critique
is useless.
Put rudely and crudely: Who am I going to follow if I
want to write a horror novel? Mr. Stephen King, who's
had the runs on the board and lots of novels? Or
Professor Murray Kloptropolis, who teaches a class on
horror writing but has never written anything more
than a step-by-step style guide on writing horror
novels?
Creative writing is a form of expression. Telling
someone to follow a stock-standard rule of how a story
should go is a recipe for disaster.
