Sort of, but by and large, it is for some reason easier to read very large or small numbers when they're spelled out rather than written in digits. The 'official' way is to write out anything less than ten, and write out any number regardless of size if it is the first number in a sentence (where multiple numbers are shown).

Of course, you have to make exceptions for when many numbers are used, or when there's a large number at play. For example, ten million.

Readability trumps rules!
